William Rodrigues, GIT, GISP
ITELT Groundwater Programs Manager
Bill Rodrigues is responsible for managing groundwater programs for the IT Environmental Liquidating Trust (ITELT), including closed hazardous waste facilities at Panoche, Vine Hill Complex, Montezuma Hills, and Benson Ridge in California. He oversees routine inspections of landfill control features and remediation systems, coordinates quarterly and semi-annual groundwater sampling, and leads preparation of regulatory reports to the California Department of Toxic Substances Control (DTSC) and the Regional Water Quality Control Board (RWQCB).
Bill’s work focuses on keeping long-term control systems operating reliably and in full compliance. He manages inspection and maintenance crews, directs contractors for on-site repairs, and evaluates groundwater chemistry, flow migration, and elevation data to support clear, defensible site decisions. He also plans and supports new monitoring well installations and well decommissioning projects, including lithologic logging, soil sampling, well design, and construction documentation.
A certified GIS Professional (GISP) and Geologist-in-Training (GIT), Bill brings a strong geospatial and data-management background to PFC’s trust work. Before joining ITELT, he led GIS and data automation efforts for utility and remediation projects, developing custom ArcGIS and Python workflows, managing large spatial datasets, and creating mapping products and geodatabases to support engineers, geologists, and regulators.
