Site Overview
In late 2025, PathForward Consulting (PFC) was selected as the Successor Trustee for the IT Environmental Liquidating Trust (ITELT), assuming full fiduciary and operational responsibility for multiple post-closure hazardous waste landfills across California. These legacy sites, originally managed by Industrial Tech (IT) affiliates, are regulated under the Resource Conservation and Recovery Act (RCRA) and require long-term environmental stewardship.
As Successor Trustee, PFC is responsible for:

Administering all aspects of Trust governance and reporting

Overseeing RCRA post-closure permits and landfill infrastructure, including leachate collection and landfill gas systems

Managing regulatory compliance with the California Department of Toxic Substances Control (DTSC) and site-specific Consent Orders

Identifying cost-effective maintenance and remedy enhancements under constrained budgets

Ensuring environmental protectiveness and risk reduction over the long term

Coordinating with DTSC, local governments, and community stakeholders
PFC’s appointment ensures continuity, accountability, and experienced leadership for the ITELT portfolio that supports compliance, public confidence, and long-term site stability.

Regulatory Agencies Involved
The IT Environmental Liquidating Trust operates under the oversight of the California Department of Toxic Substances Control (DTSC), with additional coordination from the Regional Water Quality Control Board and Bay Area Air Quality Management District.
